In the middle of the last century, as the United States and Russia rapidly amassed thousands of nuclear weapons, China stayed out of the arms race, focusing its energy on growing its economy and broadening its regional influence. Beijing did build hundreds of nuclear weapons during those years, but the nation’s leaders insisted their modest arsenal was merely for self-defense. Since China’s first nuclear weapons test, in 1964, the country has pledged loudly to never go first in a nuclear conflict — no matter what. Now there is increasing unease in Washington about China’s nuclear ambitions. China’s transformation from a small nuclear power into an exponentially larger one is a historic shift, upending the delicate two-peer balance of the world’s nuclear weapons for the entirety of the atomic age.

Those companies already count many of Macy's shoppers as their customers, according to an analysis of credit card data by Earnest Analytics. Macy's closures could put as much as $2 billion of market share up for grabs. The department store's net sales were $23.1 billion in the most recent fiscal year, and it said the 150 stores that it's closing account for less than 10% of sales. About 63% of Macy's stores have a T.J. Maxx or Marshalls within a one-mile radius, according to an analysis by Jefferies. Off-price stores also draw a similar customer, which tends to be more affluent.

Opinion SoleAuthority Forty-five feet underground in a command center near Omaha, there’s an encrypted communications line that goes directly to the American president. Buried below is a military command headquarters constructed in case of a missile attack amid a national emergency. Yet regardless of who wins this election, or the next one, the American president’s nuclear sole authority is a product of another era and must be revisited in our new nuclear age. The jet’s crew can contact the president, verify his or her identity and relay a nuclear attack order to bomber squadrons, submarines and intercontinental ballistic missile silos. It is, however, unacceptable for an American president to have the sole authority to launch a nuclear first strike without a requirement for consultation or consensus.

In New York Times Opinion’s latest series, At the Brink, we’re looking at the reality of nuclear weapons today. Within two years, the last major remaining arms treaty between the United States and Russia is to expire. Part of the answer is that both of those active conflicts would be far more catastrophic if nuclear weapons were introduced into them. Their efforts helped to end atmospheric testing of nuclear weapons, which, in certain cases, had poisoned people and the environment. The United States could insist on robust controls for artificial intelligence in the launch processes of nuclear weapons.

REUTERS/Mike Segar/File Photo Acquire Licensing RightsDec 1 (Reuters) - Retailers like Amazon.com and Foot Locker are signaling optimism for holiday season sales after stronger-than-expected figures during Black Friday and Cyber Monday, as heavy discounts lured budget-strained customers on the peak U.S. shopping days. Early estimates on holiday shopping have been encouraging to some investors after retailers sounded cautious notes in the lead-up to the season. "We know we're buying for wallet share with a value-conscious consumer this holiday season. Deep discounts have been a key feature heading into this year's holiday shopping season and holiday discounts could get even bigger in December, according to some retail executives. There is precious little space on social media for nuance or neutrality when it comes to the war between Israel and Hamas. No matter what you think of the conflict, expressions of solidarity aren’t just appreciated; they are expected. But as we argue in the video above, the insistence on picking a side threatens the public’s ability to take a holistic view of what is happening, to recognize and acknowledge atrocities irrespective of their perpetrators and to honor and mourn those who lost their lives. If truth is the first casualty in war, empathy is the second.

Three of the 11 Crop Watch producers increased their corn yield expectations this week, the most notable coming in eastern Iowa. A 3.77 for average Crop Watch corn yield is still below what was expected in July and August, and it would land above the 2022 yield but below that of 2021. Producers in Indiana and western Iowa also increased their Crop Watch corn expectations this week based on results from other fields. Final Crop Watch soybean yield for 2023 is likely to end at 3.5, up from 3.48 a week earlier. Only five of the 22 Crop Watch fields have yet to be touched, all corn: Both Dakotas, western Iowa, Indiana and Ohio.

Crop Watch producers reported quick harvest progress in the first week of October, and soybeans were the prime beneficiary as many areas are close to wrapping up those efforts. Five Crop Watch soybean fields were harvested between last Monday and Sunday, three with slightly better than expected results and two with notably worse ones. Just two Crop Watch soybean fields await harvest: Ohio and North Dakota. Average Crop Watch corn yield remains unchanged at 3.61, and there were no adjustments to any individual scores this week. Only four of the 11 Crop Watch corn fields have been harvested as of Monday morning, and the most recent one was completed on Sept. 29.

However, most Crop Watch fields no longer benefit from rain as far as yield is concerned. Most Crop Watch producers have either not yet started corn or bean harvesting or are in the beginning stages. Kohl's beats profit estimates on cost cuts, leaner inventory

Aug 23 (Reuters) - Kohl's Corp (KSS.N) beat estimates for quarterly profit on Wednesday, as leaner inventories, lower costs and fewer discounts helped the department store chain counter a broader retail slowdown. Inventory declined 14% during the quarter as Kohl's undertook stock clearance, leading to a 61 basis points drop in gross margin. "It managed to sell more excess inventory and reduced its expenses, which helped it beat expectations," Insider Intelligence analyst Zak Stambor said. "While Kohl's is still in the early innings of its turnaround plan, it appears to be moving in the right direction," Stambor said. The company earned 52 cents per share in the second quarter ended July 29, above analysts' estimates of 22 cents.

But the Crop Watch producers are concerned that this heat could challenge the corn in particular as it continues to fill out kernels. Indiana picked up 2.5 inches last week, western Illinois 2.45 inches, Nebraska up to 1.4 inches, and South Dakota got 1 inch. That ties two other weeks out of the last six for the highest Crop Watch soybean yield prospects of the season so far. Crop Watch producers continue rating both crop conditions and yield potential on 1-to-5 scales. Photos of the Crop Watch fields can be tracked on my Twitter feed using handle @kannbwx.

Crop Watch corn and soybean fields were stressed last week under mostly dry conditions, but multiple rounds of rain over the weekend prevented yield expectations from declining. Last week’s Crop Watch rain totals were mostly concentrated over the weekend, though not all areas received the needed soaking. More than 3 inches of rain were observed in South Dakota, Nebraska, western Iowa and western Illinois, and Indiana picked up 2 inches. For example, the western Iowa producer this week described his beans as phenomenal while the Ohio field was said to look incredible. The North Dakota corn is in Griggs County and the soybeans are in Stutsman County.
